AbstractThe 1976 Census of Population and Housing Collection District Master File is used to store, for each Collection District (CD) in Australia, information about CD's for tabulation, field control, processing control and general research purposes, and to facilitate linkage to previous Census data. The record each CD includes geographic area codes for State Area, LGA Section, Statistical Division, Statistical Subdivision, Section of State, Commonwealth Electoral Division (1977 boundaries), Locality, Postcode, State Electoral Division, Statistical Town/City, State Suburb, State Health Area, Study Area and LGA. These are used both in their own right and to produce higher level aggregates for the population and dwelling data: counts for males and females, occupied/unoccupied, private/non-private dwellings. The records also contain comparability indicators to the 1966 and 1971 Census CD's. The Master File contains, for each CD, one record of data. There are therefore 24,614 logical records, each of 200 characters in length, containing 58 cells of CD information. Response RateNot applicable. Data from the preliminary processing phase is not subject to sampling errors because all schedules were included. Unlike the preliminary data, the final data from the main processing phase is based on the processing of all census schedules from non-private dwellings, all schedules from the Northern Territory and a 50% sample of private dwellings in the other States and the A.C.T. Any estimate for the Northern Territory from either the preliminary or main processing phase is not subject to sampling error since all schedules from the Northern Territory were processed. Counts of the total number of males, total number of females and total number of persons for a CD or LGA from the final processing phase were constrained to agree with those from the preliminary processing phase. Therefore, these estimates of total are not subject to sampling error.

The record each CD includes geographic area codes for State Area, LGA Section, Statistical Division, Statistical Subdivision, Section of State, Commonwealth Electoral Division (1977 boundaries), Locality, Postcode, State Electoral Division, Statistical Town/City, State Suburb, State Health Area, Study Area and LGA. These are used both in their own right and to produce higher level aggregates for the population and dwelling data: counts for males and females, occupied/unoccupied, private/non-private dwellings. notes: 1976 CD field code The 1976 CD field code for each CD is a 7 digit code made up of the State code (Digit 1), followed by census division (Digit 2-3), census subdivision (2 digits) and CD codes (2 digits). The parts of this code are made up as follows: a) State: A single digit code applies to each State and Territory as follows: 1 = New South Wales 2 = Victoria 3 = Queensland 4 = South Australia 5 = Western Australia 6 = Tasmania 7 = Northern Territory 8 = Australian Capital Territory b) Census Division: These are the major control areas used for the collection of census data and are represented by a two digit numeric code allocated in geographical order within each State starting in the North West Corner of the State. (See v1censusdiv or the User Guide c76cdmf.pdf for Census division codes) c) Census Subdivision: Census subdivisions divide Census Divisions into Field Group Leader workload areas, and contain an average of 10 CD's. Subdivisions are designated by a two digit numeric code allocated within Census Division in geographic sequence. d) Collection District: The CD is the smallest geographical area used in the collection and dissemination of census data. CD's are designated by a two digit numeric code allocated sequentially from 01 within each census subdivision. The number of CD's in any one subdivision falls in the range1-25. Where the subdivisions and CD's within them for 1976 are comparable with those for 1971 the CD code has been retained. However for situations where subdivisions and CD's within them are not comparable between 1971 and 1976 the CD code has been allocated in the following manner: (i) Subdivision not comparable--CD codes have been re-allocated in geographical order within Subdivision. (ii) Subdivision comparable but CD isn't--For 1971 CD's which have been split, one part retains the 1971 number and the other takes the next available "free" code in the Subdivision. For 1971 CD's which have been amalgamated, the new composite 1976 CD has been given the code of the 1971 CD with the lowest original number.

notes: State Area Code: This is a 4 digit numeric code used by each state to identify each legal Local Government Area (LGA) or LGA part where legal LGA's have been split by Statistical boundaries. The states allocate the code differently as outlined below: 1. N.S.W. Assigned alphabetically to LGA's within each Statistical Subdivision/District which are grouped by Statistical Division. The code is designed so that it is sequential throughout NS.W. and the first code used in each Statistical Subdivision/District ends in a digit of either 1 or 5. 2. VIC Assigned alphabetically to LGA's within Statistical Divisions. Assigned alphabetically to LGA's within State Regions and State Sub-Regions (these being different to both Census and Statistical Divisions and Subdivisions), commencing with code 0001 and continuing through to code 0157. 6. WA. Assigned alphabetically to LGA's within Statistical Divisions as they were at 31 December 1975. The second digit is the Statistical Division Number and the next two digits have been assigned as 01, 02 etc. sequentially beginning at 01 within each Statistical Division The first digit is always 0. As a result of the reorganization of Statistical Divisions on 1 January 1976 W.A. State Area codes on this file bear no relation to present Statistical Divisions. 7. TAS. The first 2 digits are zero and the second 2 digits are the last 2 digits of the Tasmanian SAC list. 8. ACT. Allocated alphabetically to suburbs and urban centres within Statistical Divisions and Subdivisions. NOTE. All migratory CD's have been given a State Area Code of 0999.

notes: Section of State Each Collection District has been allocated a single digit Section of State code as follows: 0 = Major urban (CD is part of an urban centre of 100,000 population and above). 1 = Other urban (CD is part of an urban centre of 1,000-99,999 population). 2 = Bounded rural locality (the basic criteria for bounding a rural locality are that the locality must have an expected population of 200 or more at the Census and it must be able to have a meaningful and/or generally accepted boundary drawn around it. Thus a bounded rural locality will contain 200-999 population). 3 = Rural balance. 4 = Migratory. NOTE: (i) Known holiday resorts with less than 1,000 population are classified as urban and given a Section of State code 1 if they contain 250 or more dwellings of which at least 100 are occupied. notes: Commonwealth Electoral Divisions are approximations to Census Divisions. A three digit Electoral Division code, arranged on an Australia-wide basis, is attributed to each CD. The code shows the Commonwealth Electoral Division into which each CD falls following the 1977 redistribution. notes: Locality: A five digit code which is assigned alphabetically to each locality within each State. The code list used for allocation of locality codes to CD's is based on an updated version of the 1966 locality tabulation. Initially in 1966, codes started at 00010 for the first locality in each state and progressed, in tens i.e. 00010, 00020, 00030, etc. For the 1971 Census, and subsequently for the 1976 Census, localities that had to be added were given intermediate codes e.g. 0001 S where only one was inserted and 00013, 00015, 00017 etc. where more than one was inserted. The aim was to leave sufficient space in the code list to allow more codes to be inserted at subsequent censuses while maintaining a consistent alphabetical code within each state. Codes are allocated to CD's only in cases where the CD comprises one bounded locality of more than 200 population in its entirety, or where the complete CD comprises part of a bounded locality of more than 200 population. In cases where a CD has more than one locality within its boundaries, as in rural areas, a locality code of 0 is given to the CD. Migratory CD's in all states are given a locality code of 99999.

notes: 1971-1976 CD Comparability Indicator: A single digit numeric code which indicates whether or not the 1976 Census Collection District is comparable with a 1971 Census Collection District. Loss of comparability can be caused by a number of factors but the main ones are due to changes to CD boundaries to put them on suitable features; LGA changes; changes necessary because of urban growth; and changes necessary to provide population figures for new or modified statistical areas. The code values used are: 0 = CD is perfectly comparable i.e. the CD has exactly the same boundary 1 = CD is comparable within a 10% dwelling limit i.e. a boundary change has occurred but no more than 10% by number of the 1971 dwellings in the CD have been added to or subtracted from the old CD in the boundary change 2 = CD is comparable except that a special dwelling (or dwellings) have been taken out and made a separate CD or CD's. If the CD is a workload in its own right, a code of 0 is allocated to the workload field. The first group of 2 (or more) CD's to be combined to give one workload within a Census Subdivision is given the code 1 in their workload field. The next group is given code 2 and so on.
